Title III – Language Learner and Immigrant Students

Program Purpose

Title III, of the Elementary and Secondary Education Act, provides financial assistance to local education agencies (LEAs) and schools to:

  1. Help ensure that English Learners/Multilingual Learners (ELs/MLs), including immigrant children and youth, attain English proficiency;
  2. Ensure all English learners, including immigrant children and youth, can meet the same challenging state academic standards that all children are expected to meet;
  3. Assist teachers, principal, and other educational leaders to develop and enhance their capacity to establish, implement, and sustain effective language instruction educational programs designed to assist in teaching English learners, including immigrant children and youth;
  4. Promote parental, family, and community participation in language instruction educational programs for parents, families, and communities of English learners, including immigrant children and youth.
