Provo City School District offers a variety of special instructional programs with limited student access. This means that students must either qualify or be identified for placement in these programs that are not accessible to all students in the district. These programs are extensions of regular K-12 instruction and include programs such as Accelerated Learning Services (formerly known as Gifted and Talented Programs), Dual Language Immersion, Full Day Kindergarten, Sunrise Preschool, Special Education, Title 1, and ESL, Independence Alternative High School and eSchool.

To ensure effective service to students and the efficient management of these instructional options, and to support the instructional goals and objectives of the district, program-specific guidelines have been established to manage and regulate enrollment in each of them. The limited allowance for dual enrollment in these programs is described in the procedures for this policy.

Nothing in this policy or related procedure precludes schools from managing numbers of classes per grade level/course and subject area courses according to usual enrollment/registration processes, including limiting the number of courses, sections, and grade level classes to fit within overall staffing allocations.

The Board directs the Superintendent to develop procedures that will facilitate the regulation of student enrollment in district instructional programs with limited student access.
