Policy No. 7120 School Support Organizations and Home/School Communication
The Provo City School District Board of Education encourages the formation of a parent-teacher-student association or a similar organization at each school building in the district. The purpose of these organizations is to unite the efforts of parents, teachers and students in the enhancement of each school. A PTA organization may be formed at the school with the recognition of the school principal and after following the attached procedures for forming a PTA group with the state. Alternately, a PTO organization may be formed with the required recognition of the school principal, to unite parents, teachers and students in their efforts.
Booster clubs and/or special interest organizations may be created to support and/or strengthen specific activities in a school or the district. These groups must first receive approval of both the school principal and the superintendent (or designee) to be recognized as a booster organization. The participation, cooperation and support of school and district staff is encouraged.
Any individual/volunteer participating in a School Support Organization does not have any authority to bind, to represent or to act on behalf of Provo City School District unless specifically directed to do so in writing by the Superintendent.
No individual, corporation, association or other entity will be covered under Provo City School District’s insurance policies. PTO/PTA groups participating in a school sponsored event (such as an assembly) are covered under State Risk Management policies. However, if the event is not school sponsored (such as a carnival), PTO/PTA groups are not covered. Furthermore, individuals, corporations, associations or other entities will not be covered under State Risk Management policies unless State Risk Management has taken responsibility for those activities.
Any person(s) performing services for a School Support Organization should look to that organization for any insurance coverage or coverage of risks. Any individual, while working on behalf of Provo City School District for a School Support Organization, shall report any and all discipline issues relating to Provo City School District students or employees directly to the school district for oversight and correction.
A School Support Organization may use district/school facilities under the conditions outlined in Policy 7260, Use of School Facilities and Grounds. Under the discretion of Provo City School District, rentals fees for the use of district equipment and/or facilities may be waived for School Support Organizations.
