Politica n. 7120 Organizzazioni di supporto scolastico e comunicazione casa/scuola

Scopo e filosofia

The Provo City School District Board of Education is committed to a cooperative education partnership among schools, parents/legal guardians, and the broader community. The Board of Education and District Leadership encourage the formation of a parent-teacher-student association or a similar organization at each school building in the district. The purpose of these organizations is to unite the efforts of parents, teachers and students with the mission of the school and of Provo City School District.

Definizioni:

  1. Parent Teacher Association (PTA): a parent teacher organization that is affiliated with the National and State associations that provide by-laws, training, and oversight for these school-based groups.
  2. Parent Teacher Organization (PTO): an independent parent teacher organization that is not affiliated with any state or national organization and is only affiliated with a designated school. This organization must create its own by-laws and auditing procedures as per state and federal laws regarding nonprofit, school support type organizations.
  3. Booster Clubs: an organization established at a school level that is tied specifically to one group within the school specifically for fundraising purposes.

Organization:

The Board of Education will recognize only one (1) parent school support association/organization per school to align external support with the school’s academic program, behavioral priorities, and culture. The Board of Education retains the sole right to recognize any parent school support association/organization. The Board of Education also reserves the right to revoke recognition of any parent school support association/organization.

Recognizing the disruptive nature, financial cost, and impact the dissolution of a parent school support association/organization has on the district, individual school administration, and community, the Board of Education will verify a petition for an election for a new/alternative parent school support association/organization once in a five-year period at an individual school.

The Board of Education delegates to the Superintendent, or Designee, the authority to develop procedures and guidelines relating to this policy; to intervene if a parent or parent school support

association/organization engages in conduct the Superintendent deems detrimental to student welfare, the school community or school operations. The Superintendent and/or designee may limit access to the school for any parents) or parent school support association/organization that is not supportive of the school and the educational mission.

The Board of Education authorizes the Superintendent and District Administration to establish administrative procedures consistent with this policy, subject to review and approval by the Board of Education.

A Parent Teacher Association (PTA) or Parent Teacher Organization (PTO) may be formed at the school with the recognition of the school principal, and approval of the Superintendent or designee and the Board of Education and after following the attached procedure.

Booster clubs and/or special interest organizations may be created to support and/or strengthen specific activities in a school or the district. These groups must first receive approval of both the school principal and the Superintendent (or designee) to be recognized as a booster organization, following all processes outlined in Policy 6210. The participation, cooperation and support of school and district staff is encouraged.

No individual, corporation, association or other entity will be covered under Provo City School District’s insurance policies. PTO/PTA groups participating in a school sponsored event (such as an assembly) are covered under State Risk Management policies. However, if the event is not school sponsored (such as a carnival), PTO/PTA groups are not covered. Furthermore, individuals, corporations, associations or other entities will not be covered under State Risk Management policies unless State Risk Management has taken responsibility for those activities.

A School Support Organization may use district/school facilities under the conditions outlined in Policy 7260, Use of School Facilities and Grounds. Under the discretion of Provo City School District, rental fees for the use of district equipment and/or facilities may be waived for School Support Organizations.
