Draft Policy 6808: Student Electronic Transportation and Self-Propelled Transportation
Purpose
- The purpose of this policy is to govern the operation and use of motorized and self-propelled riding devices, including bicycles, skateboards, roller skates, and scooters on the campus of, or on other premises owned, operated, or controlled by, the Provo City School District.
- The District wishes to encourage and facilitate the use of motorized and self-propelled modes of transportation by members of the community while also ensuring a safe environment for pedestrians, reducing risks of personal injury for pedestrians or device riders, and avoiding damage to the District’s facilities caused by inappropriate use of devices on District’s premises. This policy is intended to balance these interests.
Definitions
- Electric assisted bicycle means a bicycle with an electric motor that:
- has a power output of not more than 750 watts;
- has fully operable pedals on permanently affixed cranks;
- is fully operable as a bicycle without the use of the electric motor; and is one of the following:
- an electric assisted bicycle equipped with a motor or electronics that:
- provides assistance only when the rider is pedaling; and
- ceases to assist when the bicycle reaches the speed of 20 miles per hour;
- an electric assisted bicycle equipped with a motor or electronics that: may be used exclusively to propel the bicycle
- an electric assisted bicycle equipped with a motor or electronics that: provides assistance only when the rider is pedaling
- an electric assisted bicycle equipped with a motor or electronics that:
- Motor Assisted Scooter means a self-propelled device with:
- at least two wheels in contact with the ground;
- a braking system capable of stopping the unit under typical operating conditions;
- an electric motor not exceeding 2,000 watts; either:
- handlebars and a deck design for a person to stand while operating the device; or
- handlebars and a seat designed for a person to sit, straddle, or stand while operating the device;
- a design for the ability to be propelled by human power alone.
- Self Propelled means:
- Bicycle
- a device propelled by human power upon which a person may ride having two tandem wheels either of which is more than 12 inches in diameter.
- It also includes any device generally recognized as a bicycle, although equipped with more than one front or rear wheel.
- Skateboard
- a non-motorized device consisting of two or more wheels affixed to a platform or footboard upon which a rider stands and which does not have steering capability similar to that of a bicycle or brakes that operate on or upon the wheels of the skateboard.
- It also includes every device generally recognized as a skateboard.
- Scooter
- a non-motorized device consisting of two or more wheels affixed to a platform or footboard upon which a rider stands and which has a handle or other mechanism for holding or guiding the device.
- It also includes every device generally recognized as a scooter.
- It does not include mopeds, whether operated with or without motor power. For the purpose of this policy mopeds and motorcycles are considered motor vehicles and are not within the scope of this Policy.
- Rollerskates
- a device consisting of a shoe with a set of wheels attached for skating or a metal frame with wheels attached that can be fitted to the sole of a shoe worn by a person.
- It includes in-line skates, rollerblades and every device generally recognized as rollerskates.
- Bicycle
Using Electronic Bikes and Scooters and Self-Propelled Transportation on School District Property

- Always yield to pedestrians and give an audible signal when overtaking them. Never ride where bicycles are prohibited (41-6a-1106).
- While cycling, never attach yourself or your bike to any vehicles moving on the highway (41-6a-1104).
- Do not carry and package, bundle, or article that prevents using both hands to control your bike. You must have at least one hand on the handlebars at all times (41-6a-1112).
- You are required to have a white headlight, red taillight or reflector, and side reflectors, all visible for at least 500 feet any time you ride earlier than a half hour before sunrise, later than a half hour after sunset, or whenever it is otherwise difficult to make out vehicles 1000 feet away. The lights may be on the bicycle or the bike rider (41-6a-1114).
- You must have brakes capable of stopping you within 25 feet from a speed of 10 miles per hour on a dry, level, clean pavement (41-6a-1113).
- A School Resource Officer may at any time upon reasonable cause to believe that your bicycle/scooter is unsafe or not equipped as required by law, or that its equipment is not properly adjusted or repaired, require you to stop and submit to an inspection and a test as appropriate (41-6a-1110).
Provo School District’s Regulations
- The speed limit for riding on sidewalks has been standardized and established as 5 mph.
- Riding on sidewalks is prohibited during class breaks.
- Bicycles must be parked/locked in a bike rack.
- All bicycles, scooters, and self-propelled transportation must come to a complete stop at the stop sign, along with obeying all traffic intersection laws adjacent to our property.
- Electronic or self-propelled transportation equipment shall not be used inside the District’s facilities or busses unless used by an employee or under the direction of an employee.
