School Community Council

The Provo City School District Board of Education recognizes that parental participation is an essential component in school decision-making. The Board of Education directs each school to establish and maintain a school community council for the purpose outlined in Utah Code referenced below. In general, community councils are formed to serve specific a function, namely the planning, development and implementation of school improvement and professional development plans for the purpose of increasing student achievement. In addition, the councils serve to advise and make recommendations to school and district administrators regarding other school and district programs. Nothing in this policy is meant to supersede the intent of Utah Code that authorizes School Community Councils.

Purposes of Community Councils

The purposes of school community councils are to involve parents or guardians of students in decision making at the school level, improve the quality of education of students, prudently expend School LAND Trust Program money, and increase public awareness of school trust lands and related land policies, management of the State School Fund, and educational excellence.

Role

School Community Councils Shall:

1. Develop a School LAND Trust Plan that must be focused at the school’s most critical need to improve student achievement.
2. Assist in planning and implementation of staff development following district professional development guidelines.
3. Develop and maintain a Safe Routes to School plan at each Elementary and Middle School.
4. Advise and make recommendations to the principal regarding School Improvement Plan, Safe Technology Use and Digital Citizenship, Positive Behavior Interventions and Supports (PBIS), and Behavior Plans, and other school programs.
5. Approve the School Improvement Plan prior to submission to the Board of Education.
