Policy No. 4178 Driver Education

Provo City School District offers and implements a Driver Education program in the District at the high school level for eligible students. Driver Education is offered to develop the knowledge, attitudes, habits and skills necessary for the safe operation of motor vehicles.

The Driver Education program supports students seeking the opportunity to receive a Utah learner’s permit for driving, according to State Policy and Law. After a student earns a learner’s permit and prior to its expiration they may receive additional instruction through the Driver Education program. Driver Education may be provided by classroom or online education in accordance with the Utah State Office of Education Guidelines for Driver Education and is provided by Utah State certified instructors.

Each high school may include several phases in their program that may include, but not be limited to:

  • Classroom or online learning experiences of not less than 27 hours,
  • Behind-the-wheel instruction in a vehicle (6 hours), and 
  • Observation time in a motor vehicle other than at the controls (6 hours)

The Driver Education program is funded through student fees and funds from the Automobile Driver Education Tax Account. The Board will set the student fee required for participation in driver education in the District; that fee shall be determined by taking into consideration the costs associated with providing driver education which are not covered by reimbursements from the Automobile Driver Education Tax AccountThe fee structure may be divided into the two components of the program to allow for students selecting a combination of online and traditional classroom instruction paired with the behind-the-wheel training. Students may also bring proof of completion of instruction or behind-the-wheel experience from another Utah accredited source (outside of the District) and pay for and complete only the remaining portion of the program needed.

Students who qualify for a fee waiver shall be given the opportunity to take the Driver Education program one time at either the free or reduced rate.

Provo City School District will adjust and modify its implementation of the Driver Education program as laws, statutes, and/or program guidelines may change over time as set forth by governing agencies within the state. The district reserves the right to adjust, reduce, and/or eliminate the Driver Education program should state funding for the program be reduced or eliminated.

All equipment purchased by the Driver Education program shall be subject to reassignment within the Driver Education program as needed across the District. Driver Education program equipment is exclusively for the use of the Driver Education program. Disposal or surplus funds obtained from the sale of equipment from the Driver Education program shall return the funds generated from the sale to the Driver Education program budget, minus district costs for the administration of this process (indirect costs).

As required by state regulations, the district shall submit to the State Superintendent of Public Instruction or designee all reports required to obtain reimbursement of Driver Education program costs from the Automobile Driver Education Tax Account.
