  • 74 students / 115 houses = 0.64 or 6 students per 10 houses.
• Ospray Townhomes Student Yield:
  • 12 students/149 townhomes = 0.08 or less than 1 student per 10 townhomes

Methodology

Enrollment projections are an estimate of future activity.

• Average Percentage Increase Model
  • Calculates future school enrollment growth based on the historical average growth from year to year.
• Linear Regression Model
  • Estimates by performing calculations on known historical values and to create future values to provide a trend line. MGT has chosen a “straight-line” model to estimate future enrollment values that finds the best fit based on the historical data.
• Cohort Survival Model
  • Utilizes age related population data to indicate the number of students within each school level that can be expected based upon population projections to project future enrollment.
• Weighted Average
  • Average of each of models to reflect the trends and the over-arching themes to maximize the strengths of each of the base models.

MGT reviewed PCSD’s current capacities, facility maps, and program requirements in partnership with division leadership and building staff.

  • Ensuring efficient and effective student transportation routes while working to limit the amount of time required on a bus.

  • The total number of students impacted by boundary adjustments.
• Special Programs and Populations
  • Minimize disruption and impacts to special programs or special populations (e.g., free-and-reduced lunch programs, economically disadvantaged, DLI, G/T, special education).
• Neighborhood Schools
  • Prioritizing schools that serve students within their local neighborhoods and avoid “island zones.”
• Capacity and Utilization
  • Optimizing the use of school facilities to match current and projected enrollment balancing utilization at the current, 5-year, and 10-year forecasted trends.

Community Engagement Summary

• The majority of the 635 participants were Parent/Guardian of Districts Student(s), followed by District Staff Member, then Community Members.
• The overall perception of the condition of school facilities was they are “good” (51%). A distinct portion (27%) of respondents believed the conditions to be “Excellent.” 78% see school facilities as Good/Excellent.
• The top 2 most important planning objectives at 36% and 33% each were “Equitable Facilities District-Wide” and “Enhanced Educational Opportunities.” Strong support at 69% for CTE and STEM.
• In terms of requirements (Guiding Principles) for school facilities, “Neighborhood Schools” (57%), “Special Programs and Populations” (40%), and “Capacity and Utilization” (40%) were the top 3 choices.
• The majority (75%) of participants agreed they would support redrawing school attendance zones to make better use of facilities and plan for future growth, even if it results in changes to services such as transportation schedules.
