Provo City School District is doing a Truth in Taxation hearing on August 12, 2025 at 7:00 PM at the District Office located at 280 W 940 N, Provo, UT 84604. The Provo City School District Board of Education created a plan several years ago to go through the process of Truth in Taxation every other year to attempt to cover costs of inflation and not create an undue burden on taxpayers. In 2022, the tax increase was higher than normal because of the new Lease Revenue Bonds issued for Shoreline Middle School and Wasatch Elementary School. In 2024, the Board determined that a tax increase was not necessary as the District received additional federal revenue from Covid relief funds and interest income. State increases in revenue for education were minimal, costs for health insurance for employees increased dramatically—more than the total state revenue increase for the 2025-26 school year. In order to increase teacher salaries to attract and retain quality educators, the Board of Education has determined to increase taxes to meet that goal. In addition to teachers, principals’ salaries also needed to be brought into alignment with neighboring districts. The $4,034,177 revenue generated by the tax increase will go directly towards salary increases for employees. We project that rates will go down again next year as properties are added to Provo School District tax records that have been in Alpine School District’s tax boundary.

Financial Impact

The financial impact will vary depending on current valuations of property. The Board of Education has tried to make sure that the impact is minimal on the residents and businesses of Provo. New tax notices will be mailed by the County in the coming weeks. The format of these notices are significantly different than prior years to provide additional transparency in the tax rates. One challenge in this new format is that it doesn’t give a full prior year and current year look in total taxes paid or decreases in certain levies that create a decrease in taxes, but because the District does not set those rates, the differences are not shown. Below are some real examples from this year’s valuation notices that will be coming out to show total tax impact from prior year to this coming year. The following three valuation notices are actual notices that will be sent out to show the differences in taxes and impact of valuation differences between properties.
