Hello, Provo City. I am Superintendent Dau from the Provo City School District. Today is Monday, January 27th. We hope you had a great weekend. We are very grateful that it chose to snow on Saturday rather than we when we were trying to get kids and buses and teachers and staff and employees all to our schools.

So we got pretty lucky this last weekend. We want to congratulate Principal Biggs of Provost Elementary. She has been nominated by one of the parents of Provost for a Provo Way Award for making her child feel so welcome in the school. And we know that Principal Biggs goes above and beyond to make sure that Provost Elementary is a welcoming environment for all students.

So congratulations to her. Um, we want to make you aware that we do have a board meeting tomorrow. Um, there is a closed executive session that will begin at four o’clock with the study session, which is open to the public, um, that will take place in boardroom one at 5:15 p.m. with our business meeting following in the professional development center at 6:00 p.m.

The Provo City Board, or excuse me, the Provo School District Board of Education will be convening as the Provo District Municipal Building Authority for a portion of this business meeting to discuss the initiation of some lease revenue bonds. This is 70 million dollars that we are requesting a release of to finish the construction at Timpview, and also to start the design process for the Dixon site once we receive our boundary and feasibility study. The reason for using lease revenue bonds, which will be discussed more freely and more thoroughly, I should We’ve been talking about it in quite a few board meetings.

But to talk about what the proposal is for, what that money is actually going to be utilized for, and the reasoning for the lease revenue bonds is because the general obligation bond, the interest rate, is essentially the same. We’ll be discussing the impact that it will have to taxpayers, so please tune in to this meeting so that you’re understanding the full implications of what this has to property owners throughout Provo. This is not a vote to actually release those bonds. It’s just to initiate that process. And there’s all sorts of requirements about public comment and how many days has to go into place. Before the Board can actually vote on that, and our business administrator will be going over all of that in the meeting tomorrow.

So please stay tuned for that.

We will also have some policies on a second reading. They are mostly about board education governance and just some other details to inform the board about. The legislative session is in full swing right now. We appreciate those of you that are engaging in the legislative process.

We are hoping to make you aware of some of the impacts of some of the legislation that’s coming about the bill that is meant to really restrict collective bargaining and associations, for public employees. This would include teachers associations. We are really asking the legislature to allow this to remain in local control.

Our school districts have relationships with their associations. Some of them choose to negotiate with those associations. Some of them do not. And we would really like this to reside with our local districts and our local boards of education to make those determinations rather than the state legislature making that determination.

I think we also need to remember that teachers do feel very targeted by the particular bill. And when our education system is ranked number two in the nation, that is because we have, um, robust and awesome public educators and a pub and an awesome public school system. 90 percent of our students in the state of Utah take advantage of this public education system.

So that’s something that, um, we need to really appreciate and recognize. The great work that our teachers and our schools are doing across the state. Several community members have reached out regarding recent announcements that the United States Immigration and Customs Enforcement Agency now has authorization to come into our schools.

I want to reiterate to each of you that we do not share immigration status with anyone that is protected information. And that would be a violation of student privacy. We also do not release students to anyone except to their parent or guardian or to an emergency contact with permission of the guardian.’

And that the only way a law enforcement agency can come in and request to even speak to a student is if they have a warrant from a judge. Even ICE cannot issue its own warrants. It does have to go through the judicial process. And our principals have been guided that if those requests are made, that they will immediately contact our school leadership team and our student services team to help them walk through that process.

Our board of education will be discussing this tomorrow evening at the board meeting to determine if a more general statement needs to be shared with the public. We have shared information with principals, resources for families. All of that has happened so that our principals can handle that on an individualized basis for Board of Education decides to do something more unilaterally, then we will take action on that.

They’re going to be discussing that tomorrow evening. Big shout out to Jane Hedengren, who is a Timpview High School student. She is the Gatorade National Runner of the Year. She was the Cross Country National Champion. We are so proud of her and her efforts. She’s an extraordinary athlete, student, and human being.

So if you have the opportunity to give her or her family some congratulations, I know that would mean the world to them. This last week’s podcast, we followed our new teachers from Edgemont Elementary. We have a kindergarten teacher and a fifth-grade teacher who we’ve been kind of tracking throughout the school year.

We checked in with them again and you’ll just see the great energy and the great things that are taking place in our classroom. So Miss Cecilia, Miss Janessa, thank you for your positive energy and I hope that you’ll tune into that podcast.

For now, that’s all we have, I mean, obviously there’s a ton that goes on each and every week here in Provo City School District, but those are some of the things we wanted to highlight for you.
